Rakesh Chopra

President & CEO

Rakesh Chopra and his company have been at the forefront of reliability engineering in space and defense technologies for the last three decades. Today, his experience and unique vision have made STi an industry leader within its five service areas. Throughout his career, Mr. Chopra has honed vast expertise in SRM&QA and related fields by providing indispensable consultation and analysis to government and private clients around the world.

Mr. Chopra is proud to have served the National Aeronautics and Space Administration (NASA) as a member of Challenger Space Shuttle redesign and re-certification team, and by evaluating life times for all GSFC Space Crafts that were launched between the year 1970 and 1990. Because of Mr. Chopra’s hard work and devotion, STi has been recognized worldwide as an innovator in providing a broad range of defense and aerospace engineering solutions.

Tyler Boyd

Director of Personnel

Mr. Boyd is responsible for directing all of STi’s personnel, resource, and business processes development efforts. He has over 30 years of defense industry expertise which includes diverse senior managerial positions. He has routinely identified business drivers that were utilized to successfully improve business processes and deliver outstanding results. Mr. Boyd’s responsibilities also include providing organizational oversight of customer and employee relations.

As part of a decorated military career, Mr. Boyd has directed and coordinated the efforts of personnel on multiple overseas deployments consisting of maintenance, operations, and logistics in support of global defense missions. Mr. Boyd’s education matches his diverse background in that he holds a Master’s Degree in Industrial and Organizational Psychology, a Bachelor’s Degree in Business Administration, and a Federal Aviation Administration Airframe & Powerplant Certificate.

Alexander Chopra

Executive Vice President

Mr. Chopra brings with him diverse skills in cybersecurity, compliance, hardening, and policy development, as well as critical thinking and leadership abilities. He has experience creating and maintenaning web-based PHP and .NET based applications that are responsive and built upon MySQL or MSSQL databases. He has provided technical leadership and writing both in the realm of IT and cybersecurity to multiple corporations in and around Washington, D.C. Mr. Chopra is an expert with all Windows variants (including server administration), Linux/Unix systems (e.g. Kali, Red Hat, Solaris, etc.), Apache, SSH, Wireshark, metasploit, networking, the Microsoft Office suite and other application packages. He boasts a robust technical and management education that includes an MS in Information Assurance, an MS in Cybersecurity, and an MBA from the University of Maryland University College.

Barry Levin

Senior Business Development Manager

Mr. Levin leads all of STi’s efforts involving the development of new contracts and clients. His contributions have been instrumental in making STi one of only ten (10) small businesses selected to be a Prime Contractor Field Team (CFT) contractor for the U.S. Air Force, along with helping the company win many other major contract awards. Mr. Levin’s experience includes leading a large-scale data center at a major university, consulting with major hardware and software manufacturers, and various business development and leadership roles with several major corporations.

David Zhao

Security Manager / Senior Engineer

Mr. Zhao leads the company’s security group to conduct employee security education, training, and certification. He is responsible for monitoring the security operations for the organization, implementing security policies, regulations, procedures and rules and makes sure that the environment in our organization is safe for employees and visitors.

Mr. Zhao is an experienced systems engineer in many technical areas including design analysis, systems prediction, requirement assessment, configuration control, electronic circuit simulation, failure analysis, stress analysis, worst-case analysis, verification and validation, reliability engineering, systems safety, product assurance, risk assessment, logistics, and proposal and contract management.
